Customs declaration objects fall into two categories: inward and outward means of transport and goods. Due to their different natures, their declaration procedures vary accordingly. Means of transport (such as vessels, aircraft, etc.) are normally declared by their masters or captains, who submit arrival and departure declarations, cargo manifests, bills of lading, air waybills and other documents to the customs. These documents serve as the basis for customs supervision over cargo loading/unloading and passenger embarkation/disembarkation.

For goods and articles, the consignee, consignor or their agent shall complete a customs declaration form according to the trade nature of the goods or category of the articles, and submit it to the customs together with relevant legal documents, commercial and transport documents. Bonded goods shall be declared under the customs declaration mode “Bonded Goods”, for which the corresponding customs formalities and supervision measures are different from those under other trade modes.
